Thiruvananthapuram : The Central move of slicing down borrowing limit of the State is adversely affecting the development, health and educational infrastructure, said Governor Arif Mohammad in his Policy Announcement speech. Even as financial discipline is being filtered down, parameters not applied to the Centre should not be imposed upon States, the Governor added.
The government is committed to protecting Constitutional values. Protection of the basic principles of the Constitution such as democracy, secularism, pluralistic values and federalism should be ensured.
All the same, the Constitution provides for the Union and States to formulate laws. Encroaching upon State’s legislative purview is not benevolent for the cooperative federal system. It is through legislative Assemblies that the people’s referendum gets represented. There is need to safeguard the essence of law making and the purpose of legislative Assemblies. The goals aimed by law making assemblies must translate into laws. The government has a commitment to protect values laid in the Constitution, the Governor said.
