The sum was sanctioned under the Department’s Relief Fund Scheme that extends financial aid to immediate kin of women and children who are sexually assaulted. The Minister had visited Chandini’s parents post the news of her death.
Backdrop : Chandini was a class one student of a Bihar couple that lived in the Aluva market area in a rented home. Asfaq, a Assam native who moved into the neighbourhood only two days before persuaded the child to go with him. While some raised doubts on who the child was, Asfaq said she was his daughter. He treated her to a glass of juice at small shop, then took her to a secluded area on the other side of the rail tracks, where she would be brutally raped, tortured and killed. The parents reported Chandini missing soon as they came home. Her body was found the next day in a gunny bag in the market dump.CCTV footages and witness accounts led straight to Asfaq.
