First Session of 15th Legislative Assembly: New MLAs Sworn-in; Tomorrow Election For Speaker

Thiruvananthapuram: The first session of the 15th  Kerala Legislative Assembly  began 9 am Monday morning.  The session began with swearing-in of the new MLAs PTA  Rahim is the Protem Speaker.  Governor  Arif  Muhammad administered oath to the legislators.

The  Assembly Speaker called out to the new legislators in English alphabetic order of their names for the oath process.  Vallikunnam MLA P Abdul Rehman was the first to be initiated and Wadakkanchery  MLA Xavier Chittlapally took oath ast . In the 140-member Assembly,  53 are new faces.

All MLAs are required to submit Election Commission certificate stating their electoral status prior to swearing-in. Also,  the Legislative Party Leaders are required to submit the list of all their legislators together with individual details  to the Assembly Secretary - a mandate that  comes under purview of the Anti-defection law. With exception to senior politicians, seats are allotted to MLAs by the alphabetic order of their names.  Ministers receive seats  reserved for their concerned portfolios  The MLAs, after taking oath, sign into the Assembly register before returning to their designated seats.

The session winded up for the day after the swearing-in ceremony to meet Tuesday morning when the election for Speaker will be conducted. LDF is  fielding  MB Rajesh for the post while PC Vishnunath is the UDF candidate. The Assembly session will continue to meet up to 15th of June. The  Governor will make policy announcement of the new government on the 28th.  Discussions on the policy announcements will be held on |May 31, June 1st and June 2nd followed by governmental affairs on the 3rd. The broad seating arrangements in the hall are on basis of strength of individual parties.

Finance Minister KN Balagopalan will announce the new government budget on 4 June followed by budget discussion sessions on the 7th, , 8th and 9th.  The Budget and Vote on Account will be passed on the 11th.  And, although scheduled up to 14th of  June,  the House is likely to wind up on the 11th.
