Read statement issued jointly by the AILU and Rajya Sabha MP Bikash Ranjan Bhattacharya here :

Ignoring the President - Insult to the Constitution and the Presidency – affront to the dignity of the Nation

The proposed inauguration of the New Parliament Building by the Prime Minister Narendra Modi ignoring the Hon’ble President is insult to the Constitution and the Presidency; a deliberate violation of the Constitution for Sanghaparivar’s partisan political objectives.

Article 79 of the Constitution says “there shall be a Parliament to the Union which shall consist of the President and two Houses to be known respectively as the Council of States and the House of the People.”

The President of India is the titular head of the Nation and the first component of the Parliament. The New Parliament Building shall be inaugurated by the President of India.

Vice President is the ex-officio Chairman of the Council of States (Rajya Sabha). Inauguration of the Parliament is in the presence of Speaker of Lok Sabha ignoring Rajya Sabha and its Ex-Officio Chairman; insult to Rajya Sabha and the Vice President- the Chairman of Rajya Sabha. The Modi regime considers only Lok Sabha as the Parliament.

The proposed action of the Modi Government in the matter of inauguration of New Parliament Building is highly outrageous and condemnable.

We appeal to the entire legal fraternity and democratic people to raise voice unitedly against this insult to the Nation, its Presidency and direct onslaught on the constitution.
